UGANDA, NEW TELECOM LICENCING STARTS

The Uganda Communications Commission’s new licensing regime has commenced.
This implies that MTN and Uganda Telecom’s (UTL) five year of national operators of telecommunication services has phased out hence creating an entry point for new operators in the sector.

The 2 companies have been exercising duopoly with an aim of protecting themselves as well as to recoup their investment.

However, the policy governing new licensing is not yet ready though the Minister in charge has issued guidelines. The guides require that, companies will receive a single-tier license for infrastructure irrespective of technology or geographical coverage and that 3 categories of licenses will be issued: public service provider license, infrastructure provider license and general license permits.

The already licensed companies under the new regime include; Talk Telecom and Warid Uganda which will begin its operations soon.By 2nd January 2007, some service providers were already in existence.
