District tourism plans vital for tourism development

In planning for tourism, all the different stake holders involved in the industry should include elements that will attract both domestic and foreign tourists in their plans for tourism development.

It has been noted that district tourism plans play a vital; role in designing of the national tourism master plan and actually has a bearing in the trend of a countries tourism development.

Decentralized tourism plans should incorporate all attractions; natural, historical and man made attractions to attract different market segments in the tourism industry.

In addition, the means of accessing the above attractions should be indicated in the tourism plan; for instance, air, boat, vehicle, horse or foot.

The available accommodation facilities such as hotels, lodges, campsites, bandas, guest houses, tented camps should be identified in the tourism plan.

This should be followed by extensive purposeful marketing to make tourism products known to the target market.

The income multiplier effect is at work when tourists pay for accommodation in hotels, guesthouses or lodge in the ,local district town councils ,income generated can be used to pay off employees, who will later spent that money on their basic needs such as school fees for children, buying food and clothing among others.

Alternatively, village tours can be organized by the tour operators or guides to spice up the common itinerary. Tourist will get exposed to local ways of life including dressing codes, farming methods, livestock and traditional architecture.

According to the trade integration study compiled by the European union and world bank for the Ugandan ministry of tourism trade and industry, 2006;recommended that in order to boost the tourism industry; tour guides need basic training to learn more about local tour operations, further product development, development of roads, set up more accommodation facilities, improved security regular coordination of tourism planning and implement a policy allowing private sector to manage protected areas.

Lastly, statistical measures for the economic impact of tourism should be given a foreground in planning for national tourism development.
