The Roles of the Commonwealth Secretariat and the host Government
To ensure a smooth and successful CHOGM meeting cooperates closely
with the Commonwealth Secretariat in London.
The host government is largely responsible for the logistical arrangements
which support CHOGM partnership.
The Commonwealth Secretariat has responsibility for the CHOGM itself,
and provides its Secretariat and Media (the official Spokesperson
of the CHOGM is a Senior Secretariat official).
CHOGM meetings require elaborate preparation and meticulous attention
to detail. This, therefore, necessitates the closest possible understanding
and co-operation between the host government and the commonwealth
Secretariat.
The National Organizational Structure for CHOGM 2007
The Uganda CHOGM 2007 National Organization Structure is composed
of the Following:
Cabinet
His Excellency the President chairs Cabinet which is the highest
policy organ of Government. Cabinet formulates, determines, and
implements policy of Government including all aspects related to
CHOGM 2007.
The president, as the Head of Government in Uganda, will host other
Commonwealth of Government who will be coming for the November 2007
CHOGM IN Kampala.
This responsibility requires the President’s close involvement
with other Commonwealth Health Heads of Government who will be coming
for the November 2007 CHOGM 2007 preparations that demand quick
and regular consultations with other Heads of Government, and the
Secretary-General of the Commonwealth.
Cabinet Sub-Committee
To provide the necessary political guidance to the CHOGM 2007 National
Task Force, Cabinet set up a Sub-committee.

Hon. Janat Mukwaya Minister of Tourism,Trade and Industry
Hon. Kahinda Otafiire Minister of Local Government
Hon, Syda Bbumba Minister of Gender, Labour and Social Development
Hon. Amama Mbabazi Minister in Charge of Security
Hon. Dr. Ezra Suruma Minister of Finance, Planning and Economic
Development
Hon. Ham Mulira Minister of Communication and Information Technology
Hon. Stephan Malinga Minister of Health
Hon. Maria Mutagamba Minister of Water and Environment
Hon. Sam Kutesa, the Minister of Foreign Affairs is the overall
Spokesperson on the Kampala CHOGM 2007.
The CABINET Sub-committee has further established mini-cabinet
Sub-Committees chaired by the line ministers to provide political
direction to the technical Committees and to monitor the implementation
in the respective areas of the planned activities.
