Update on National Preparatory Structure and Guidelines
for the CHOGM 2007
Introduction
The common wealth is an Association of Sovereign States which supports
each other and work together towards national goals. It is a “family”
of people with a common heritage in language, culture, law and education,
among others. Commonwealth countries are able to work together in
an atmosphere of greater trust and understanding than is generally
possible.
To-date, the total membership of the commonwealth stands at 53
member states. Most of these states joined in 1960s and 1970s. The
organization has neither a charter nor a formal constitutional structure.
It works on a basis of shared values which constitute a body of
principles contained in various declarations and principles. The
most important of these is the Harare Declarations emphasizing a
commitment to fundamental human rights, good governance and democracy.
Acting as part of the wider group of the Commonwealth small states
like Uganda, manage to have their voices heard and their concerns
addressed internationally. The Association also enables member states
to share experiences in various areas including justice, science,
law and order, agriculture, education etc. Through functional cooperation
the commonwealth undertakes various projects in member states.
Projects Undertaken by the Commonwealth in Uganda
In Uganda the following has been undertaken:
The Commonwealth in conjunction with UNDP is supporting a three
year Post Conflict Programme in Nothern Uganda. The total of the
project is US$4.5m;
Legislative Drafting Advisor;
Technology Transfer - Contract Negotiations;
Two Senior Lecturer Education Department;
Senior Trade Promotion Adviser;
Needs Assessment of the Electoral Commission to observe elections
